So, I have to thank Promto for taking this picture during one of my play-throughs; I thought it looked good and wanted to draw it, and here it is.
I have to say that I forgot that there is a way to Add glow via the layers, so my train of thought was like, Kay, how do the street artist make the neon lights again.
